WESTON -- The incident happened Sunday night on Terrace Avenue in Weston, police said.
Two men approached the victim, Shawn Michael Allman, and asked, "Shawn, you got my money," according to the criminal complaint.
Allman ran away, but the two men chased after him and kicked and punched him in the back and in the head, the complaint alleges.
When Lewis County EMS arrived, Allman was already dead, it states.
Joshua Ryan Foster, 21, has been arrested and charged with murder for his involvement in the beating.
Foster is being held in the Central Regional Jail without bond.
On Tuesday, the U.S. Marshal Service's "Mountain State Fugitive Task Force" was called in to help locate a second suspect.
Eric Fultineer, 20, of Weston, was arrested Wednesday morning after surrendering to U.S. Marshals.
The Marshals turned Fultineer over to Weston Police.
Marshals say he told them he was "scared and just felt strung out".
He will be brought before a Lewis County Magistrate to face a murder charge.
